Technical assistance


In order to achieve its mission, strengthen capacity and foster municipal lending in the Western Balkans, MIDF provides technical assistance to participating banks and to beneficiaries.

The technical assistance is enabled by grants provided by MIDF’s trusted donors (Donors). Additionally, MIDF earmarks part of its annual income for this purpose.

Technical assistance supports the development, preparation and implementation of MIDF’s investment projects. It is carried out by a carefully selected, highly experienced pool of technical assistance consultants. Within the pool, the appropriate consultant is selected project-by-project based on needs and expertise.

  • Technical assistance to participating banks

Technical assistance supports MIDF’s participating banks in developing sound financing structures for municipal infrastructure investments. This notably includes the establishment of internal systems and methodologies for municipal and infrastructure risk assessment, drafting of finance document templates, social and environmental due diligence preparation, procurement and concession monitoring.

  • Technical assistance to beneficiaries

Technical assistance supports MIDF’s beneficiaries to increase their administrative and technical capacity throughout the project development and implementation cycle. This notably includes the preparation of feasibility studies, project designs, tender documents, procurement and concession reviews, and project monitoring and reporting.
